Well, OK; I think that's listed under W VA. But whatever. It is well known that air pollution can be carried some distance; it's also known that air pollution disperses as it gets farther from its source.

"Clean Air Interstate Rule, a new U.S. Environmental Protection Agency regulation requiring 927 coal-fired power plants east of the Mississippi River to drastically reduce their nitrogen oxide and sulfur dioxide emissions within 10years...would be a big deal for southwestern Pennsylvania, where an estimated 70 percent of the air pollution is not homegrown...but hopes suddenly dimmed on July 11 when a federal appeals court in Washington, D.C. struck down the regulation..."

The reason this seems correct is that most of the local coal fired power plants agreed and had already gotten up to up to the standards of this rule the article says, so now we just need to get the lawmakers to hear our voices, and say NO MORE to the dirtiest coal plants in the neighboring states...
