Hi! I am looking to move to the Millvale area, and am looking at some properties that are managed by RPI (Chuck Pupich...or something along those lines). Is he a good landlord or should I look elsewhere? Thank you!

I'm looking into renting from him as well, and I've found a little bit on him on other websites... not necessarily a wide sampling of opinions, but here it is:

Thank you! That's about all I found as well. I really like the guy, but he promised to hold an apartment for me, and when I called him yesterday he said he had rented it! Which means I have to drive another 2 hours back to Millvale to look at more apartments. I guess I just wanted to see what people's opinions of him have been. Thanks again! And good luck!

Mr. Pupich owns a property adjacent to my own in L'ville, and keeps the property in good order. The tenants are young people and have been there for 2 years, the previous tenants were there for 4 years.


Managing properties is difficult I'm sure, and no landlord is perfect. But if he can keep the same folks renting the same place for multiple years, he can't be all bad.

Keep in mind that a property manager is not really your landlord, he basically represents your landlord, who is usually someone who owns properties as an investment, and are frequently, not local. As someone who is in that business, I can tell you that frequently, the owner is the problem, not the manager. When there is a problem with a property, unless it's an emergency, the owner has to be notified, and has to approve the repair, as he/she will be the one who has to pay for it. Some owners just don't want to spend the money, and the manager is stuck in the middle. Property management companies should be selective about the properties they agree to manage, but sometimes you will get stuck managing properties for a bad owner, just as sometimes you get stuck with a bad tenant.

He owned a house directly next door to a house I owned in Millvale. It was somewhat kept up from the outside. There were things like screens missing that seemed to never be addressed--ripped screens also. One couple moved out and another moved in about 2 months later and they were never fixed. The neighbors never complained about him though and I never had any problems with his tenants.
