After the PA Supreme Court ruled the Allegheny County base year system was unconstitutional as applied, the County basically refused to come up with an alternative plan, so the trial court has now ordered a plan. It basically requires the County to divide up the assessment into four roughly equal parts, subject to the requirement that districts/municipalities be kept whole. The County then has to start reassessing with the first part going into effect in 2011, and the last in 2014. Anyway, this is all here:

It will be interesting to see how this shakes out and which homeowners from other counties may also file a lawsuit about their assement systems not being standard as well. I imagine that eventually the state will have to enact a unifrom system for all counties like many other states do.

It's such an issue in PA because so much of the local funding for so many things comes from property taxes. I guess it makes up for the low income tax we pay compared to other states.
