Domestic migration isn't the only component of population change. The birth rate, death rate, ratio of births to deaths, and foreign immigration are components as well. Actually international migration has steadily deceased since 2000 in all Western PA counties as per Pittsburgh today (Int migration was +2,158 in 2000 and only +1,537 in 2008). Here's the link to Pittsburgh Today Population Estimates Pittsburgh Region Counties - Historical. There is some fascinating information about our region compared to other places. I also think it has to do with more young people from here and young people who come here to go to college now realize they can stay in Pittsburgh and still do well for themselves.

On a related note, Pennsylvania's domestic migration was positive in 2008. This separates it from all other "peer states," such as Illinois, Michigan, New York and Ohio, which all saw strongly negative domestic migration.

I read a few years ago that the birth rate would start to exceed the death rate around 2010 (I forget where I saw this), and that other factors would come together around the same time to start us on a natural population increase. Looks like they were pretty much on target.

Looks like 2009 was a great year for Pittsburgh. The Steelers won the Super Bowl; the Penguins won the Stanley Cup, and the G20 Summit was a success, and brought some much-needed publicity to the area. The positive domestic migration news is the cherry on top.
