My son is considering a move to Kathleen St. on Mt. Washington. Is this a bad neighborhood and what about crime and drugs?

Mt. Washington in general isn't a bad neighborhood, but Kathleen St. is toward the back of the hill and is a little grittier, shall we say, than other parts of the neighborhood.
