Could be him, or it could be Obama Sr. was a busy college student back when he was in the States and Obama Jr. has a few half brothers scattered around the States he doesn't know about. In either case, it's not illegal, sinful or outrageous to appear as an extra in a music video, is it? We have a Republican politician who recently won an election who was a nude centerfold in Playgirl and no one made a fuss over that. Note, though, that the guy in the video is holding the phone with his right hand and Obama is left handed.

The outermost incisor tooth (one tooth in from the canine) protrudes for Obama's portrait shot, and is set in for the video still. Unless Obama had major dental surgery or braces, it's probably not him. Still pretty funny.
