who are the perps? the people watching a harmless game against the governments will, or the government supported terrorists who kill their fellow citizens...

the somali government is a joke, and therefore on the side of the terrorists who seem to have more guns than they do.

i say this because the government should be protecting their citizens from militias, and if they are not, then they are on the militias side.
I thought it was obvious that the perpetrators would be those who killed the people watching TV.

The people who got killed cannot be "punished" any further than they already have.
