Just a simple answer will suffice. I've given it considerable thought and I believe it is George W. Bush. But only by the tiniest of margins.
This is a hard question...
Palin said she can see Moscow from her window, and Bush took the U.S. Army to a horrible war based on a lie, and he also tried to massage Angela Merkel during a Germany-U.S. meeting.
Obama:
* "Bush doesn't care about China because it's full of black people."
* "Countries in the Middle East don't like the Jews since they took for themselves the largest country."
* "My favorite type of pie is devil's food."

Tough one... Both are equally "special".
Can you provide a link for the Palin quote about Moscow???

Didn't Obama say that there was 52 states? I guess Palin and Bush are not THAT dumb.
Oddly, Bush has an IQ of 118 (higher than the "genius" - John Kerry). Given that the average IQ in America has fallen below 100, that makes Bush of greater intelligence than the average American.
No one knows Obama's IQ. However, it does not matter, as he is incompetent. Keep in mind that the president with the highest measured IQ was Jimmy Carter, followed by Nixon.

I think Bush and the Wasilla hillbilly are about equally stupid. As in backwoods redneck DUMB.
Imagine what a child of theirs would be like..
Hmm, that makes me think...nah, couldn't be, could it?
