Saddam Hussein attacked nobody since the Gulf War.
And I sure he was smart enough to know that Iraq could easily be wiped off the map by the U.S. and other super powers if he ever used WMDs against another country.
On the world stage, Saddam Hussein was a pesky fly that needed to be swatted from time to time.
It was the Bush Administration that decided to declare a major war against Iraq, and the Bush Administration tried to connect Iraq to 9/11 to sell this war to the U.S. people.
Hardly any other major country wanted anything to do with this war.
