It quotes from and links directly to Barofsky's report. You know, Barofsky... Obama's TARP IG.

It is not a "fact". According to the source document the minority/gender decision was GM's decision not Obama's. It was the rationale given when the feds asked GM why they didn't follow the over/under 70 DPS score criteria. Nothing indicates that the feds imposed this criteria on GM.

http://www.sigtarp.gov/reports/audit/2010/Factors%20Affecting%20the%20Decisions%20of%20Gener al%20Motors%20and%20Chrysler%20to%20Reduce%20Their %20Dealership%20Networks%207_19_2010.pdf (broken link) (pages 21 & 22 of 45)

GM determined that dealerships with a DPS Score of 100 were average performers; those below 70 were considered poor performers and would not be retained. SIGTARP noted, however, that GM did not uniformly apply the phase one criteria to the entire network. For example, our analysis found that two of the wind-down dealers did not meet either criterion. Furthermore, we found that, of the dealerships that met only one of the two criteria:
• GM retained 355 (or approximately 41 percent) of the 858 dealerships that had a DPS score below 70.16
• GM retained 9 of the 394 dealerships that sold fewer than 50 new vehicles in 2008.17
GM officials attributed these inconsistencies primarily to a desire to maintain coverage in certain rural areas where they have a competitive advantage over import auto companies that are not typically located in rural areas, although ultimately close to half of all of the GM dealerships identified for termination were in rural areas. Other dealerships were retained because they were recently appointed, were key wholesale parts dealers, or were minority- or woman-owned dealerships.

Tell me why would GM do this if their main criteria was to become profitable and cut out the underachieving. If you think Obama did not play a role here then you probably believe that he had nothing to do with the firing of Sherrod. Do you think that GM or Obama would report that this was done because it is what Obama wanted?

Let's see, The government took over GM and you don't think the new boss (POTUS) had no say in this decision? Keep dreaming. Obama and his minions are racists, this is their MO not GM's.

GM has a Minority Dealer Development program and a Women's Retail Network program. These are GM initiatives going into the 1990's. Not programs imposed by Obama.

WANTED: Women and minority non-general motors dealers
In 2001, General Motors launched its Women's Retail Initiative, the first of its kind in the automotive industry. GM's purpose: to recruit and train female dealers. The Women's Retail Initiative continues to focus on building GM's representation of women dealers, as well as sustaining the women dealers already in place.

Who forced these closings and why would they keep minority owned dealerships open who obviously fall below even the poor performers DPS.

And in a report by GM, do you think they are going to say that worse than poor performing Minority dealerships were retained because Obama made us?

You can play dumb, but it changes nothing. It was a racist move to appease Obama and obviously not in the best interest of GM or Chrysler.
