I swear, if Obama had even the most tenuous relationship with somebody who came up with the cure for carcinoma, there are posters in this thread who would start defending colon cancer.
The procurement department had to have batteries ready by November 2010. US companies could not deliver, the Korean company could. That makes them, by definition, better.
I wonder if Obama is going to force us to buy it by punishing people for purchasing cars of their choice?
If he thinks the government can force us to buy health insurance why stop there, right?

Did you notice the date they had to have the batteries? Why November, of course and what else takes place that month? Obama Motors needs to get that green crap going soon after that election for more than one reason, which you say is speed in getting those things built and on the market.

Here's another gotcha. What if you live in a 30th story apartment? Are you going to throw an extension cord out the window to charge it? What about in the cities where you can't even park near where you live? Is someone going to tell me that there are going to be charging outlets up and down all the streets in every city?
We have an apartment complex in the city where I live that is installing electrical power sources for people who have electric cars. They already have a waiting list of people who want to rent those spaces. Retro-fitting apartment houses for electric cars will become a spin-off business to these cars in the near future as well motels will start offering the service. Do you think gas stations were on every corner before they started selling autos at the turn of the century? No they used curbside, push cart gas pumps outside of hardware stores like this: Curb Side Gas Pump | Proxibid® and before these push carts they actually had barrows of gas sitting at the curb. They used to haul the barrows to hardware stores with a horse-drawn wagon. New technology always breeds new growth industries and ends outdated ones like buggy whips and driving goggles. Some of us will resist the change but others of us will embrace it.
