This is a FEDERAL mandate.. Its the FEDERAL government requiring all cell phone users to be taxed to support the plan.. It has NOTHING at all to do with big business being unscrupulous..
It is funded through Universal Services as a not-for profit, independent corporation that was set up by the federal communications commission.
It is sustained by contributions in the form of a 'universal fee' the companies charge wireless, long distance, & local customers as well as the paging companies & pay phone distributors.
These companies are private for profit.
They give x amount of minutes to the recipient and then 'charge' for extra minutes used.
They do this under the guise' of giving them something free'.
Not true!
They make money with this tactic when the uneducated could get a better deal on their own if it were explained to them properly.
That is unscrupulous and every time big business takes advantage of the uneducated and poor it is immoral.
Stop getting mad at the recipients of these phones and divert attention to the proponents who push ideas such as this.
The problem I have is we keep taking away from our Vets and elderly and give MORE to losers like in the article. The girl has a husband and a job,she's far from disabled! Seems like they're all looking for "Something For Nothing" now!

With all the cuts in Medicare/Medicaid and no COL increase,giving free phones to the elderly is perfectly justifiable.
They should've put grandma in the article saying how she needs her free phone in case of an emergency. Instead they put aother perfectly abled body loser who chose to have 2 kids and cannot even afford to take care of herself!

I was just pointing out that its mostly elderly that receive the free phones. So, are they lazy?

The problem is here in Ma. they give out free phones,cars and gas cards and most are/have been abusing the system for years. I've seen many pay for their groceries with food stamps here and then get into a Escalade or some other big SUV (not a free one). This state is notorious for abuse on the system and after a while it wears on you,so yes it may be minimal to some but come live here for a while and you'd have a different opinion.

Yeah, I'm quit'n my job so I can get a whole 60 minutes of free airtime... which I can use just trying to get through a government phone menu.
If we keep given away free stuff, then theres no incentive to work, like the bum who lives down stairs from me.These people don't care they'll take what ever they can get for nothing!
