well i went through the painstaking effort of googling "j.c. watts congressional black caucus" and it seems that he chose to not join

No. Both said some rather nasty and unnecessary things about each other and as a result Watts chose not to join.

He was a guest at a function I was at a number of years ago and his statement there was that he was not allowed to join.

I'd avoid the CBC like the plague if I were a Black legislator. There's absolutely nothing to be gained except the reputation of being a Shakedown King and the Ultimate Purveyor of the Race Card.
