Instead of just giving people checks for welfare (and unemployment after a specific period of time say 6 mo.), why doesn't the gov. find tasks or chores that need to be done or encourage companies to offer "Intern" like positions?
These jobs don't have to be full time so that people can still search for jobs in the area of their choice but they would be doing something and feel like they were making some contribution to society.
Kinds of thing O'm thinking of: picking up trash, paint crews, crossing guards, office help, daycare assistance etc.
Such a program already exists. They call it civil service. Check out the growth (that's right GROWTH) in state and federal government payrolls over the past 2 years. While the rest of the country is tightening the belt. The government is spending $ like a drunken sailor on new hires, increased pay and benefits.

Here in Michigan they have a program that pays employers to hire welfare recipients. For a certain number of weeks (not sure the number), an employer willing to hire a chronic welfare recipient is rebated back a significant portion of their wages. In practice, the real employees have their hours slashed when one of these welfare-to-work people come in because they are a bean counter's dream. So what about the poor slob who had too much self-respect to suck the tit of government and took that crappy job he or she has to now fight to keep? Why should we provide free employees to wealthy business owners who screw non-welfare recipients?
Most suburbs have a program like the one you describe already in place at the city court and it works well to deter bad behavior. I see no problem forcing lazy irresponsible welfare recipients to work, at least while their kids are in school.
The administrative overhead would be a nightmare and hugely expensive unless the program were pushed down to the lowest possible local government entity.

Ahem. I already posted this idea many times. But one thing is I want them to work as an intern in the public sector for these jobs.
Cheap labor for gov jobs depressing their salaries to increase efficiency in the public sector, while lowering the burden of unemployment insurance from the tax payer compared to keep extending it over and over while they sit and do nothing.
If they do it in the private sector it would make it worse because employers will abuse free work or almost free work. They always will. Sorry no subsidies for the private.
Something like an internship would be ok for the public sector and get new skill sets up to speed.

Public sector will lower the public workers salary or make them have less work. IMO that is a good thing. We don't want that much people working in the public sector anyway. They are unproductive jobs don't forget.
Goal for this, is to make them not just leech and want to find a job.
Even without government action, a lot of the unemployed are doing volunteer work and getting more education. Don't know about those on welfare, who have never worked.
