Actually, the axis of evil has always existed. What consists as such, is a matter of perspective, who is looking in.

Given our track record, and given the reaction, there is always time.

So, currently we have people that do not want to go to war but we also have this huge amount of fear propoganda that is being floated. I have read your posts, I know you see this. And it is being floated in all areas by and large by those who stand to profit the most. So, I wonder what it would take for those who seek power to bank on that fear to get the public to back it. By the same token, there are those who have seen this in action and they also know there is always time.
