Fiscal conservatism primarily means to avoid deficit spending, to reduce the national debt, and to balance the budgets. It doesn't necessarily mean to have a free market economy. The United States is one of the most fiscally irresponsible countries, which likely the main reason why Congress has such an extremely low approval rating. In any case, it's entirely possible for a social democracy such as Switzerland to be fiscally conservative.

Incidentally, Australia, Canada and Switzerland are considered to have a higher degree of economic freedom than the United States, at this point.

Canada has been pretty fiscally conservative. Except for the last two years, it's been running surplus for over decades. It's the only country in the G8 that has managed its finances properly.

Australia's budget deficit is expected to be in the black by 2012 or 2013 thanks to the mining business and exports of commodities to China.

It should be noted that personal income tax rates in Australia are much higher than those in the United States

Here are Australian personal income tax rates for 2010 to 2011

0 - $6,000 - 0%

$6,001 – $35,000 - 15% for each $1 over $6,000

$35,001 – $80,000 - $4,650 plus 30c for each $1 over $35,000

$80,001 – $180,000 - $17,550 plus 38c for each $1 over $80,000

$180,001 and over - $54,550 plus 45c for each $1 over $180,000

And oh yea that doesn't include medicare taxes 1.5%

The primary health care system is run by the Australian Government. Healthcare in Australia is also universal. Typically, 75% of in-hospital costs, 100% of General Practitioner and 85% of specialist services are covered by the government. In many cases the patient covers are zero. You can take out private insurance to cover the cost not paid for by the government.

Yea I know, THAT'S SOCIALISM!

Also the curent Prime Minister of Austrialia is a female atheist.

What's the population of Australia? Do they have an illegal immigrant problem and lots of people not contributing to the system?

Julia Gillard may not be PM for much longer depending upon who the independents choose to support after the recent election which produced a hung parliament with the opposition Liberals (the Australian equivalent of the GOP) having the largest number of seats but lacking a majority. In any case there's nothing wrong with a childless female atheist.

Perhaps the US would benefit from having a "hung Congress" in which neither major party has a majority and would have to reach out to independent members of Congress in order to get a majority.

Independent members of Congress are as enigmatic as a definition for a fiscal conservative.
