I think you exaggerate a tad.

I watched the video and I don't see the woman "lifted like rag doll".

I see the woman being escorted past the desk, then she falls either in protest or drunk.

I see the cop letting her drop on the floor of the cell. Maybe she passed out.

I'll wait for further details before I render judgment.
