Clearly this is a dumb study. I don't like the implication that circumcision will cure AIDS. I also don't like the implication that not circumcising is primitive. I ALSO don't like the implication that it takes us uncircumcised males more than 5 seconds to learn how to do this. At the same time, the money is NOT leaving our borders. It's paying the salaries of PhD students at UCLA.
This is a misguided use of funds, but are we supposed to say that $800,000 out of $787,000,000,000 means the entire stimulus is a wash? Ask the construction workers in your area who are working on ARRA projects if it was a wash.
