Well, to some extent at least. "Trim" is a nicer way to put it. With regards to Defense programs, what about Selective Service? How many millions or billions even do they spend yearly assembling names and printing materials for a draft that is not wanted and never going to happen? Get rid of it.
I second getting rid of the Dept of Education. What do they do? Good grief, get rid of it already.
Then we could merge FERC (Fed Energy Regulatory Commission) with the Dept of Energy. Save a bundle there.
The USDA? Get out the power trimmer. Ever been there? The main building has hallways that seemingly go on forever. Reminds one of the final scene of Raiders of the Lost Ark.
The thing is it would all be moot. Most of the budget goes towards Defense and Entitlements. Cutting Defense means becoming a neutral country. Even the Left cannot handle that. Cutting Entitlements- well we know what that means!

We know that Section 8 out lines a list of enumerated powers but we also know that Section 9 expressly states what Congress's limits are
Section 9 - Limits on Congress
The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person.

No Bill of Attainder or ex post facto Law shall be passed.

The funny thing is I don't see any of the those prohibitions as being germane to your complaints.

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States;
