For me, understanding this moment means reaching back four decades. Washington turned out to be a good place to observe and experience a tremendous growth in black power. At one level, that growth resulted in what my friend Frank Smith (a former Ward 1 D.C. Council member) once called "The Barry Revolution": Leadership positions, jobs and contracts once reserved for whites in the city were essentially transferred to blacks.
Problem is DC doesn't want change. God forbid anyone makes meaningful changes in a broken school system like Michelle Rhee. Hard to throw off the blanket of Black victimization when you've been wrapped in that blanket all your life.

Unfortunately there are some people in DC who miss Marion Barry and are still obsessed with "The Plan" and blame the people "west of the park" for their problems.....
That's how it got a white woman as police chief and an Asian woman to head the schools? Its like a few years ago when Gary, IN had a white mayor.
Maybe race is still an important factor in DC, as it is in America, but it does not seem to 'rule'.
