I guess this group just want's to take advantage of the building locations? That's how it seems to read. Like getting flu shots at the grocery store or something.

Because it's a public health crisis. There's probably thousands of people in Washington DC alone who are HIV+ and don't know it.

Besides, they're not paying people to get tested; they're simply giving them a reduction on their DMV fees. If it helps more people take control of their health, it's a good thing. We are all indirectly connected to each other.

I am surprised the DMV did not team up with McDonald's and allow them to open a location inside their facility. Genius I tell ya.
