When the government, whether local, state or federal, gets involved in doling out the money for "distribution", there is nothing that can be characterized as "ready" to go.

In English, when we put a colon after someone's name and follow it with a statement, the understanding is that that person made the statement.

I guess you missed this - pay special attention to the QUOTES the NYT uses - usually, if you SEE quotes around a sentence, that means it is a DIRECT quote;
