The article never says that the school gave out the sample ballots. In fact, there's a quote in the article claiming “No CPS personnel engaged in the promotion of candidates or any political party”.

Sample ballots are printed up and handed out by partisian organizations (political parties usually), and they try to get them into the hands of as many voters as they possibly can. All this article says to me is that the Democrats in this district are more organized than the Republicans.


However, I will say that if it's proven that a school faculty member arranged for whatever organization handed out the Democratic sample ballots to meed these voters, then that person needs to be fired immediately and the organization handing out the sample ballots needs to be criminally investigated.
