By now, probably not. The realistic alternative would have been to budget within their means. Which lots of other European countries seems to have managed, so there is nothing really structural preventing it.

But its too late to fix it by realistic budgeting now, they need cuts too.

I didn't see any walkers, canes or wheelchairs.

Non-union have a choice. Unions don't.

So, I come to the conclusion they are young Union members and friends jumping on the bandwagon.
