this is unfortunately correct. we have tried spending huge amounts on money since the 60s, and poverty has only grown since then. we have tried cutting the size of government, but that hasnt worked. the problem isnt a lack of money being spent. poverty will always be with the world until there is a complete change in the way society works.
jetgraphics has the right idea. But if you still wanna know, cutting business regulations and start using those tariffs would be a good place to start. Though China holds most of our debt so there goes that idea out the window, and most of our jobs are going to China. Bummer. Silly Democrat Bill Clinton, signing a bill that gives China preferential trade status with the U.S.

Most people in poverty didn't finish high school. They can't speak to be understood. Hence, they are un-employable. A million jobs offered tomorrow wouldn't help them.

I disagree. Productive labor is not limited to one's credentials or general education. Many years ago, I was acquainted with a young man, who was generally ridiculed by his peers as a "dummy". But he had a trap line in the mountains, and was making hundreds of dollar bills / week when a "good job" earned $50 / week. Perhaps, in the 18th century, he'd be hailed as a genius.
The real reason for poverty (and lack of jobs) is the money token system in place, and the stranglehold of usurers and socialists upon the neck of the body politic.
Unfortunately, no legislation will change that system.
