Of what value would this be to the Chinese other than to deplete their inventory of Russian missiles by one?

If it was...making the assumption...why would they launch it out to sea, towards Asia?

Fired towards their own country? Seems like the easier thing to do it drop 10% of their dollar holdings, if they wanted a real warning. Rather then give the US a reason to stop honoring their dollar holdings to China by declaring a state of war.

It would actually benefit the US if China made overt aggressive violent moves towards us, because the UN would back us against them since we are not the aggressor. We could stop our honoring of them, absolving ourselves of that obligation, overnight if they attacked us.

If this missile was launched in the 80s, it would have been a Russian missile. The 70s, it would have been a Vietnamese missile, and the 60s it would have been a Cuban missile.
