A number of those companies leaving California go to Oregon and Washington state. Aren't these similar to California in their progressive and liberal character?

If that pool of people are among the most productive and providing the most income, that .03% may constitute up to 5-10% of the revenue.
Except that's not even remotely true. It's the poor who are leaving not the rich. The rich are perfectly happy in their Beverly Hills mansions and beach front estates. The folks who leave are mainly leaving because they know they will never be able to afford an $800,000 1800sq ft house so they're moving to a less desirable place where they can actually afford to own a home. Nothing wrong with that though the OP is more then a bit retarded if he thinks this is because of "liberalism" or because of politics. It's basic economics as in supply and demand; there are more then enough well off folks to keep pushing prices out of the reach of the bottom earners so they move off to fly over country. It's as simple as that.
