There is a middle group of meds, for which no Rx is required, but they can't be sold over the counter either, you have to ask for them at the Rx counter. Pharmacists are required to record the names of purchasers, because they contain controlled ingredients. It has nothing to do with terrorism.

I remember a cough medicine I used to use, that you could only buy so much at a time and had to wait a certain amount of time before you could get it again. (Don't remember the name of it) And that's going back at least 25, if not 30 years! And the pharmacist was required by law to keep a record of each time you purchased it, though no prescription was required.
