The writer holds a different opinion than Mr. Bush. When two people hold differing opinions, it does not mean one is lying, unless he actually doesn't hold the opinion he claims to hold.
You are actually right. There are two options. Either he is lying or he was grossly incompetent. I think either is completely possible.
In the spirit of the Holiday Season, all I can say to you is, "are you serious, Clark?"
From the movie Christmas Vacation - Clark tells the kids he heard a news report Santa had been spotted in the area and cousin Eddie says, "are you serious Clark?"........obviously a dumb thing to say.
IMHO - Presidents Bush, either one, could never separate the interests of the country from the interests of the Saudi-American oil barons. Their entire Mid East policies were designed to control access to the oil deposits and the policy is apparently still in effect.
George Bush Sr. knew exactly what he was doing and was completely unaffected by the damage his wars did to Kuwait, Iraq or American troops. He was and is a true hard case that puts his interests above everything else. George Bush the lesser probably believes that killing Saddam and torturing "terrorists" was necessary to defend the "Free World" but was never smart enough to realize his version of "Free World" and the United States of America were different. His Free World was limited to the same oil barons as his father and had nothing to do with the needs of the United States. Both used our military for the benefit of themselves and their petroleum worlds compatriots at considerable cost to the rest of America.
