My very good friend (last name Ibarlucea) was born in Connecticut to a white American women and a white man from Spain. He was raised in both the US and Spain. He considers himself a white Hispanic.
Hispanic isn't a race. You can be a black Hispanic, a white Hispanic, etc.
Exactly and to go one step further there are even more distinct differences within Latino culture. Mexicans are different than Puerto Ricans, who are different than Cubans, who are different than Dominicans, who are different than Salvadorians, who are different than Panamanians, who are different than Guatemalans, who are different than Peruvians, who are different than Bolivians, who are different than Argentineans, who are different than Colombians, who are different than Venezuelans, who are different than Brazilians etc. etc. etc.
The US Census treats race and ethnicity separately.
The Census uses 'Hispanic' to denote people with origins in Spain and Latin America.
Approximately 1/2 of Hispanics in the US are classified as White.
