Don't the House rules require all charges to be read out loud by the Speaker? If so, why did Nancy Pelosi read only one?

If House rules for censure require a full reading of the charges then what type of ethics punishment should Nancy Pelosi face for willfully breaking the House rules in making the reading of the Rangle charges abbreviated and nothing but "censure light"?
