Of course. If you've been following the actual trial, you would have learned that an officer's authority to issue orders is inherent in their rank and position. It has nothing to do with chain of command.

I suspect that this particular Deputy Director orders troops all over the world. The demand for skilled Walter Reed personnel is global.

You do realize that this passages discusses and quotes Dicey's Digest of the Law of England and refers to natural born British subjects, not natural born American citizens, right?
