Liberty is at the heart of liberal, but you need to keep in mind a distinction between the freedom to do what you want so long as you don't hurt others (liberal liberty), and the freedom to keep your wealth and priviliges, even if others are hurt in the process (conservative liberty).

Please do, since Congress, both Republican and Democrat have delegated the drafting of regulations to the relevant regulatory agencies.
As for the jejune idea that regulation is the antithesis of liberty... rules preserve liberty.
The EPA preserves my liberty to breath...
The FCC preserves my liberty to enjoy communally owned airwaves...
The DOE of energy preserves my liberty not to turned into a green glowing object.
