Just 1 American would make the law selective. The law must be constant, unchanging, and universal so long as it exists. It cannot state whimsical or trivial exceptions. That is why it'll be difficult to defend in court. It's kind of like if laws on murder were selective in that they discriminated against black defendants in very white areas of the country. Since they make up a small portion of that area's population, no harm done (in padcrasher's eyes), right?
