Because they demonstrate behavior that qualifies them for prison.
CBO report re just federal prisons:
"The U.S. Government Accountability Office (GAO), in an Apr. 7, 2005 report to Congress entitled "Information on Criminal Aliens Incarcerated in Federal and State Prisons and Local Jails," informed:
"When the United States incarcerates criminal aliens--noncitizens convicted of crimes while in this country legally or illegally--in federal and state prisons and local jails, the federal government bears much of the costs. It pays to incarcerate criminal aliens in federal prisons and reimburses state and local governments for a portion of their costs of incarcerating some, but not all, criminal aliens illegally in the country through the Department of Justice's State Criminal Alien Assistance Program (SCAAP) managed by the Bureau of Justice Assistance (BJA). Some state and local governments have expressed concerns about the impact that criminal aliens have on already overcrowded prisons and jails and that the federal government reimburses them for only a portion of their costs of incarcerating criminal aliens.
[...] At the federal level, the number of criminal aliens incarcerated increased from about 42,000 at the end of calendar year 2001 to about 49,000 at the end of calendar year 2004--a 15 percent increase. The percentage of all federal prisoners who are criminal aliens has remained the same over the last 3 years--about 27 percent. The majority of criminal aliens incarcerated at the end of calendar year 2004 were identified as citizens of Mexico. We estimate the federal cost of incarcerating criminal aliens--Bureau of Prisons (BOP)'s cost to incarcerate criminals and reimbursements to state and local governments under SCAAP--totaled approximately $5.8 billion for calendar years 2001 through 2004."
The same reason Black people are disproportionally represented in prison, both Blacks and Hispanics commit much more violent crime than other ethnic groups.
It has nothing to do with 'prejudicial prosecutions' these groups are simply more violent. It's gotten so bad the news doesn't even like posting photos of the criminals anymore, they simply describe them as 'youths' which seems to be a code word for 'young black or hispanic' people.
A lot of the Hispanic immigrants are some of the most hard working, decent people you can come across.
But a lot of their kids end up joining gangs. In almost anywhere with a large Mexican population, the neighborhoods are infested with gang violence, and most of the Mexicans who are in jail are affiliated with these gangs.
Failure to embrace high academic achievement as a whole.
To put it mildly. It doesnt seem like education is a priority in many of the working class Mexican communities. Little to no emphasis is placed on it by the parents, many of whom are uneducated themselves. This leads to a cycle of underachievement and poverty, which are a major contributing factor to the dominance of gangs in these neighborhoods.
I worry about America's future since Hispanics will become the majority probably in our lifetime. I hope the majority of Hispanics, notably Mexicans, will adopt the same value system that has made America strong in the past. There has been some progress but not enough, and the performance levels of Mexican Americans show this. Even when many of the kids stay away from trouble, they tend to more blue collar work, with very few of them striving to high scholastic or high status jobs.

I agree. Blacks and Hispanics commit more crime PERIOD. Now, we can delve into the historical reasons why this is. But it's a fact. It is not a problem with our court system, it is just that these two communities tend to have far lower achievement levels and higher poverty levels than the rest of society.
It's not politically correct, and it is not racist either. It's not a pretty picture, but there are some serious problems plaguing both communities, and they stem from the family and cultural values.

Or black on latino violence, I believe L.A has some pretty bad inter-racial gang violence, to the extent that if a person of the wrong race is in the wrong neighborhood, they on occasion get shot because of it.
