The federal agency responsible for ensuring that an oil rig in the Gulf of Mexico was operating safely before it exploded last month fell well short of its own policy that inspections be done at least once per month ... Since January 2005, the federal Minerals Management Service conducted at least 16 fewer inspections aboard the Deepwater Horizon than it should have under the policy ... Among the dubious oversight practices, the MMS has reportedly allowed hundreds of drilling plans to move forward without required permits since Obama took office. On Friday, the New York Times revealed that one of those projects lacking a permit was the Deepwater Horizon rig:

Thus the entire oil industry, which has already been punished by the administration with its drilling moratorium and slowdown in permitting, should be punished further with massive new regulations and fees.

Yea, i plan to read it tonite. I hear that it's pretty damning to both administrations. Of course, i'm sure that it's further proof that the Obama administration doesn't have an anti-big oil bone in its body.
I'm still going thru it off and on. The first chapter detailing the actual event was amazing. The bravery (or lunacy depending on your viewpoint) of trying to get the equipment to work while the rig is being destroyed around you was something.
From the various reports that have been written, this seems to be a common theme.
The commission errs egregiously, however, in insisting that the deficiencies that led to the Macondo blowout were "systemic," which suggests that several hundred exploration and production firms and related service companies share guilt for this disaster. BP was probably about 90% of the Macondo problem. It is well-known that, starting with Lord Browne, BP repeatedly took shortcuts other companies eschewed, shortcuts that led to refinery failures and pipeline failures and finally to the great drilling disaster that put the whole industry's future in the U.S. at risk.
Don't forget that government inspectors did not perform all of the inspections required by the regulations.
So the administration is still trying to cling to the "whole system" problem theory - and is holding firm on the moratorium.
So far, the rig owners have been patient since only a few have moved on the foreign waters - thank goodness. Hopefully this will be over soon. The article also point out...
Yet, as Robert Nelson of the University of Maryland pointed out recently in The Weekly Standard, the environmental effects of the spill have turned out to be modest, in large part because the blowout occurred 50 miles from shore in 5,000 feet of water, giving oil-eating microbes a lot of time to do their work before the slick hit the coast.
