clinton and newt did a good job of TRYING to ballance the budget and came CLOSE to having surpluses...there were BUDGET surpluses..but the OFFBUDGET (ie emergiencies)(ie hurricaine floyd) EXPENSES will take those 'surpluses' and turn them into deficits
You are mistaking the national debt for massive federal budget surpluses.
Can you cite any reference for your contention of Real inflation versus nominal inflation? Why did a subsequent republican administration decide to refund those excess monies, if they did not exist as federal budget surpluses?
