No, he still wants to hold civilian trials for terrorists, but the last near miss, he probably realizes its not going to happen. On Gitmo, congress, both sides of the aisle, are not going to allow him to bring detainees to our shores.
Last thing I heard was that the DoJ was not going to hold a trial for KSM in 2011 or 2012, so they successfully kicked that can down the road.
