Interesting. According to the Social Science Research Council, Washington D.C. is #1 and Arkansas is dead last. Yes, I know D.C. is not a state.

As I've mentioned before the Education Week ratings are based on the individual state's approach to standardized testing. The staff happens to really like MD's High School Assessment tests in Algebra, English 10, Biology and Local, State and National Government (it was announced Monday that the administration of the LSN test will be permanently suspended after this Spring) along with the MD School Assessments given in Elementary and Middle schools (those ones grade the individual schools. When they were first implemented it took a lawsuit to force MSDE to release the individual student scores).
