Homeless people generally have state issued ID cards, as does anyone who does not have a driver's license. I doubt homeless people could vote without having a valid ID.

There are several states that require a photo ID in order to vote. The ID does not need to be state issued.
A quick search of the op's posting history shows he is talking about the upcoming Omaha, Nebraska mayoral recall election. But nowhere in any of the articles decrying the busing of homeless and others to the polls does anyone say the homeless were illegally or improperly registered. The outry is over the appearance of impropriety by paying some of the people $5.00 to attend a seminar on the same day they were bussed to the polls, thus giving the appearance they may have been paid to vote. I can't find anything to support the op's speculation that nonresidents were being registered.

What non state IDs do they allow? Are they free to obtain?
Different states have differing requirements, of course, but as an example, Florida allows student IDs, employee IDs, buyer's club IDs, neighborhood association IDs, and others - as long as it's a picture ID.
