Thats your fact. From what I read, observe , and research thats not the case. And as for as negotiating with politicians not gonna happen either. Nope..not bankruptcy. The state took over and WILL balance that damn budget even if it means layoffs and vetoing labor contracts.
And this is the richest county in the state.
