They are doing it for the same reason people that are working are lower debt and saving. What is there to invest it in and then they don't know what the future holds.Too unceertain times and the governamnt is encopuraging holding on to cash to be better levered for the future becasue of massive national debt;and so mnay chnages that can effect them such as taxes dircet and indircet.

No labor costs are the problem. Outsourcing is the result of unbalanced labor costs. US labor is just too expensive. US consumers don't care about quality anymore; they just want the cheap stuff and if it breaks they just go out and buy another one. Labor costs fall into the Health Insurance issue... Too expensive...

It's more than just insurance that comprise labor costs to corporations.
SS, UE tax, OSHA and other requirements as well as accessibility requirements whether they are needed or not.
