The hi-cap law in CA is not based on serial numbers. As far as I know (and I don't have a reference for it, sorry), when the various laws in CA were implemented, they gave existing owners a grace period in which to register all existing (banned) weapons/magazines. My understanding is that if you are caught with a banned item and you did not get it registered, it is an automatic 10 year (minimum) prison sentence.
