The problem is that they were multi-tasking their roof. They wanted a roof along with a meadow. If you want a roof, use roofing materials and build a roof.
In MD green roofs are becoming required on new buildings, especially those with a large area. This is an outgrowth of current and oncoming regulations mandating that stormwater be managed and partially treated on-site prior to release.

Gravity: it is the law!
This roof is just as stupid in destruction and design as the suggestions that we provide jobs by painting roofs white for summer and then black for winter. How ridiculous can greens and their supporters be? Pretty stupid I think.

These types of roofs can work in certain parts of the country but they are not smart construction in areas with historically heavy snow falls unless the roof-top landscaping allows for the removal of snow in the winter. There is a reason that in general, the further north one travels, the steeper the pitch on residential roofs.
Had the architect chosen a pitched roof with solar panels integrated it still would have been green and a rainwater collection system could still have been designed with water collected from the roof integrated into the landscape.
I suspect when all is said and done they will find construction and maint. did not match the recommendations of the consulting engineer.
