I don't think that is very good analogy because the deepwater well was more akin to a prototype pushing the envelope. You don't ground every plane because you have an issue with an experimental one.
Likewise, the moratorium is only on deep water drilling.
And that is your solution to rising prices? Moratorium was put in place as a precautionary measure. If a plane comes down and a design flaw is discovered, I expect suspension of flights involving such measures, as opposed to waiting for a few more before finally realizing a problem.
The spill had a devastating effect in the region, on environment and on livelihood. I guess the demand for oil overrides them all? And based on the premise that drilling more wells will get us out of the threat of rising oil prices.

The moratorium being referenced here lifted by GB also required action by Congress because they had their own ban. The legislation they eventually passed disallowed drilling X miles off shore forcing them into deeper water.
In 2008 crude oil reached over $140 a gallon. Where was our outrage at George W. Bush Jr.?

No one government controls international oil or commodity prices. They are based on the availability of supply and the requirements of demand, and the amount of speculative money in the market. The current spike in oil is based on two principle driving forces things; a worldwide economic recovery and the continued growth of emerging markets and their increased energy consumption, and the current political and social unrest in the Middle East which may affect the worldwide supply of crude oil.
