On his first day in office, Daniels issued an executive order stripping government unions of their power to collectively bargain. The decision has not only cost the left's perpetual dependence machine millions in taxpayer-funded union dues, but also enabled the state to cut costs by instituting a "pay-for-performance" personnel system.
Without union contracts to slow him down, he said, it has been easy for him to merge the procurement operations of numerous state agencies, saving millions of dollars. One move alone — outsourcing and consolidating food service operations for Indiana’s 28 prisons — has saved the state $100 million since 2005, he said.
There is just no doubt anymore how much BLOAT the unions add to cost, how much they get in the way of good ideas to save money, time and waste.

Indiana is not exactly "thriving" when this is going on!
Amid State Budget Crunch, Indiana Parents Told to Drop Disabled Kids at Shelters

Indianapolis (AP) - Indiana's budget crunch has become so severe that some state workers have suggested leaving severely disabled people at homeless shelters if they can't be cared for at home, parents and advocates said.
Indiana's state budget experienced some of its worst years ever in fiscal years 2009, 2010 and 2011 (fiscal years run from July to June). The economy plunged into recession. Revenues fell short of appropriations by almost $5 billion. Appropriations were flat-lined, then spending was cut below those levels. Balances were reduced to the bare minimum.
Yeah, well compare that with their solidly democratic neighbor to the West, Illinois, and see which state is doing better financially. Nobody is saying that Indiana was immune to the recession, but it is in a FAR better financial position than the cr*phole otherwise known as Illinois.

Is Indiana "Thriving" due to Daniels ending collective bargaining, or not?

There is no doubt Indiana was hit by obama's recession, but less than other states, because they have a competent Executive to run the state.
He has turned the state around by dealing with the stranglehold the public sector unions have on the budget and way of doing things.

State revenue has fallen sharply. Through February, revenue collections have been $895 million less than expected, and Indiana is on pace to end the budget cycle in June 2011 with a $142 million deficit. That's even after 20 percent reductions in state agency funding, a $450 million cut to education and plans to spend all $1.3 billion the state had in reserve.
