I think it does because in the article they targeted blacks, the mentally ill, and prisoners. All of which are considered an "inferior class". It's implicit eugenics IMHO.

That is where you are wrong. Liberal freaks started this. Beginning with the liberal freak Margaret Sanger. But it got its biggest boost from the liberal Rockerfeller Foundation in 1929 who called for the killing or sterilization of people whose heredity made them a "public burden." The "American Model" was adopted by Germany in 1933, but obviously the Germans were not the only nation preying on its own citizens. FDR used forced sterilization in his Tennessee Valley Authority project, which was his model for the rest of the nation. Thankfully, that was one liberal freak who died before he could implement his American-made holocaust.
