There's a reason that border has been kept and still remains wide open to the cartels and that tons of drugs and whatever easily make their way over the border and into ever portion of the USA, every single US city and town. Money. Money and corruption on BOTH sides of the border.

For every corrupt Mexican border town, there exists and equally corrupt US border town. Big shipments make it from Juarez warehouses directly into El Paso warehouses with very few glitches.
