Quake AND Flooding in Japan, Yet No Rioting or Looting? (elect, government)

If a quake hit the west coast..I'd give it 24 hours and we'd read tales of looting.
24 hours - are you kidding? Blacks would be breaking out windows and grabbing TVs, athletic shoes, pharmacy drugs, beer/alcohol, electronics, etc. within an hour. And gang raping girls and women too.

Oh please. Those low-life scumbag thieves were stealing anything of value. What they were stealing was not essentials for survival. You know that, and I know that. But...you won't admit it. That says a lot!!! And the relation differences just continue on...and on...and on.
The Japanese also have a MUCH higher suicide rate than the US....all of that "perfectionism" can be a heavy burden to bear for far too many. And Japanese women have the highest suicide rates of any other country in the world.
Looting and rioting stems from pent-up rage and a sense of injustice; where people who have felt victimized and marginalized by "the system" use the opportunity to lash out against the community they never felt welcomed in or a part of.
I don't see why any of the Japanese would loot or riot, help has reached them very quickly, they have not been ignored or abandoned in their time of need.
In contrast, the Katrina victims had every right to riot/loot. They complied with orders to leave their homes and go to the Superdome (without being informed that they'd be there indefinitely and wouldn't be allowed to return home), then they were completely abandoned for weeks by everybody who was supposed to be in charge, with no food, water, or communications, no transportation out of there, and no information coming in to tell them what was going on or when help was coming. The military that was placed there treated them like criminals, standing around to "guard" them and not really doing anything to help with food or clothing or medical assistance. It a total and complete bureaucratic failure from top to bottom, and a real black eye for the US. No leadership whatsoever.

The conditions in the Superdome were similar to the conditions in Dachau The only difference is that they were not intended to be permanent. Who wouldn't be angry at that sort of treatment? Not that it justifies violence and looting - it doesn't - but no one should have to go through that.
I'm sure the Japanese government is treating its displaced citizens better than the US did during Katrina.
