Well, isn't it unfair, though? It's funny conservatives are complaining that wealthy individuals pay more than their share while in reality... it's (D) states bankrolling welfare programs in (R) states.

Well, what was this ratio like back when the South was reliably democratic and the north was Republican? I would have to figure it had nothing to do with the political parties.
